Naval surveilance will stop boats delivering caches. However nothing can stop the homemade qassams. Ingredients to do this can be bought anywhere. This only proves the futility of the former options. A peace deal enforced by an organisation is far mor encouraging but still doesn't seal the deal. There are true arab clans who control parts of Gaza like gangs in American cities it is block to block. This is why the BBC journalist took so long to be released as Hamas (gov't) had to negotiate with these clans for his release. This is also why dealing with any Palestinian government is a catch 22. The gov't doesn't reflect the true nature of Arab society it is a mouthpiece for various clans who control strips and war with each other over dominance. Lets hope that one wins and becomes a true representation for the Arabs living in the West bank and Gaza.
