Another possibility

I find it impossible to believe that Iranian cryptography is or was so complex that it had not been solved years ago .... and that any succeeding attempts to escape the capabilities of the NSA would be successful. You can take it for granted that we are always able to read Iranian transmissions. This is an art form that we have completely mastered. Therefore, the whole brouhaha is over nothing, is manufactured for someone's advantage.
