Every attack was met with a counterattack. No exceptions. In 1991, Geo. Bush Sr. convinced the Israelis to stay out of the FIrst Gulf War. In exchange for giving up its deterrent policy, Israelis were given the Patriot missile defence system. That was when Israel was put back on their heels. They have been there every since.
