Reflections on modern warfare - Obama quote "non-state actor"

In the document linked above "Reflections on modern warfare" I find the following Obama quote: "when you have a non-state actor, a shadowy operation like al-Qaeda" which I believe is very misleading. The so-called non-state actors do have a structure and common doctrine largely based on a religion which is based mainly on one book in arabic language. There is nothing shadowy about it when Osama Bin Laden himself explains his actions by reciting quranic verses and so do others. As radical islamic groups promote and execute Sharia-legislation I see a state like quality in this.
