Presidential Transition

It's my understanding that it's traditional for the outgoing Administration to take everything with it as it leaves, including on-line documents. The new Administration is faced with a completely clean slate: empty file cabinets, blank screens, etc. It's only the remaining remnant of the career staff of the Executive Office of the President, that may have enough of an institutional memory to help the new Administration to start to get organized.
