What about the Palestinians?

Thing is, I've heard contradictory information regarding Palestinian birth rates in Gaza and the West Bank. A friend of mine was commenting on how the Palestinians know that they're outracing the Israelis in that area and are confident that they will win demographically. Is this true, to the best of your knowledge?
