Jail time

Seems to me if funds diverted from one program to another use - for instance personal gain - is fraud. Fraud is both criminal and civil.

There is no way a fellow this educated can stand behind ignorance, misunderstanding of the obligations, or a denial to look at the books.

Nail this guy to the wall if he has been playing games with grants.
