Lodi and other Terror trials

I find it curious that there are many fewer trials for terrorism and home grown cells in the USA and in the world than there used to be. Is it possible that there has been a decrease in terror attacks and fundraising, or is it a corollary of the political affiliation of the current administration, and they are not prosecuting or emphasizing such issues during this term?
