Mother of all wars

Yes, I recall his coining the phrase 'the mother of all wars', or was that coined in the first Iraq attack when Saddam was hiding in his bunkers and proclaiming victory? It seems this is not a recent development, so what is the significance? At any rate, if Bush I had completed his mission and seen it through, we would not have had to sustain the disaster that was the Iraq war and the deterioration of American images in the Western world by his son.
