why not have the donor start a foundation, invite proposals and give grants to the scholars he/she prefers?

Isn't this what Foundations do with full collaboration from Universities?

That's what they do with think tanks. If one wants teachers in the school room, this does not work, for one has to contend with the whole university, not just individual scholars.
