No !

If a Palestinain bombs an Isaraeli border partol - he is a militant.

But if a Palestinian bombs a PIZZERIA i Jerusalem (as happed a decade or so ago) - DELIBERATELY killing INNOCENTS - then he is terroist!

The fact that Palestians are mlitarily weaker - is irrelevant. That's a poltical and historical issue.

Many nations were militarily weaker under British rule during the period of colonialism. They didn't resort to terrosim.

But the bombing of Dresden in WW II ... maybe you are right in a way ...
