It is evident you have not examined the evidence of the October Surprise in any depth. The US Attorney's office prosecutes "conspiracy cases" every day, and to take the position there are none in this case is absurd and naive. It is more than convenient that the Iran hostages were released on the day Reagan was inaugurated. Individuals researching matters of this sort perform as much due diligence as they are able considering they do not have subpoena power to do so. I more than believe that George Bush, Sr. was capable of pulling off this shenanigan like many others he has done.
