An idea for how the Palestinian 'refugees' can get the money they usually get

How about America or Israel suggest the Palestinian Authority make up the difference by diverting some of the money they pay convicted terrorists and the families of dead Jihadis every month?

Even just a part of the money they receive every months a reward for their terror activity would make up the difference.
