The way he reacted proves enough that he is not a professional. To be able to react, you must be armed, stand at a sufficient distance to not be (too ) injured in the event of an explosion, then ask the suspect to slowly put down his bag, ... You have to be ready to kill 1 person to avoid 25 deaths and 800 people injured, some of whom have been disabled for life .
