Of the many, the major structural problem would be how to include, yet neutalize, the French and the Russians.

Russia needs Iran, inter alia, to complete its goal of attaining dominant control of European natural gas supply and distribution by purchasing as many involved companies as possible. And the French have never abandoned their strategic objectives vis a vis the Arab world.

Essentially, such an organisation's primary defacto purpose would be to protect Western Civilization. Though absolutely necessay given the nature and purpose of the current threat, how can such an idea be sold to people who don't know, even after 9/11, that they are living in the modern equivalent of the 1930's?

If it took Pearl Harbor to awaken the isolationists and peaceniks of the 30's, what will it take to awaken their modern day brethern? A nuclear detonation in some major Western city? God Forbid.
