Instead of insisting on where the money goes, what prevents, in this case Palestinians, from developing a plan that would satisfy the lender that the money goes to where it is supposed to go.

Frankly, if it is okay for duplicity to be part of an Arab perspective - why are we so slow on the uptake that we only hear what we want to hear from Arabs, all the while explaining away their actions.
