One can only repeat Colin Powell's famous comments: you broke it, you own it. Compare if before the invasion; if Faluja was getting full time electric supplies, and now getting only only one or two hours of supply, who should be blamed for this destruction. Iraqis never invited US to invade Iraq. Un did not sanction US invasion. The country was ravaged. Hundreds of thousands have died and dying.

Iraqis have the right to prefer the continuous supply of electricity in their homes, to who ruled the country. The invasion was an illegal act by the US and it should pay reparations in an internationally recognised process to come clean out of the imbroglio. That would go a long way to build up fresh and friendly relations with the people of Iraq, who are in fact in worst conditions, than they were before the invasion.
