The world, because of the intentional disinformation spread by the Media, believes "Proportionate" means Tit for Tat -- which it doesn't. Proportionate means a response proportionate to achieve military goals -- as opposed to bombings or other actions meant to exterminate an entire population, let's say, after an unconditional surrender. As it is, Israel launched a legitimate military action against an aggressor after 6,300 rockets and threats to continue and expand those attacks, and are engaging, more than any other nation ever has, to do everything within its impressive power to avoid civilian casualties, and target solely Hamas fighters. But if it would mean Tit for Tat, it would require Israel to launch Rockets at random into Gaza targeting the civilian population. To do as the International Community demands would be for Israel to commit a war crime, which it refuses to do.
