Palestinians are practically but not morally responsible

Yes, the Palestinians are practically responsible for their predicament, in the sense that, as rejectionists of Zionism, they made the choices which resulted in their eventual displacement and dispossession. However, that does not make them morally responsible. After all, was their rejectionism in the early part of the 20th century so unreasonable ? What if Hispanics forming local majorities in certain counties of the Southwest started seeking autonomy or even sovereignty ? Non-Hispanic Americans would certainly be rejectionists of such a movement. And if, in the long run, non-Hispanic Americans made rejectionist choices which displaced them from their southwestern homes, they would be "practically" responsible for their fate but not morally.
