Where's the draft discussion paper?Reader comment on item: William Quandt's Embarrassing Memo Submitted by Wallace Brand (United States), May 30, 2010 at 09:07 This most interesting paper only whets the appetite for more of the same. It indicated that Carter authorized Quandt to begin work on a draft discussion paper. Is that paper available from the same source? Reasoned disagreement is welcome but not comments that are scurrilous, off-topic, commercial, disparaging religions, or otherwise inappropriate.
