with so many attacks (15,00 since 9/11) can we now say islam is at war with us, and can we say islam is not the religion of peace ?

With over 15,000 attacks by muslims, coupled with the silence from 99.99 % of the rest of the worlds' muslims, can we now say that islam itself and all muslims are at war with us?
