There are no doubts that elements within the Pakistani government/military were supporting UBL either by effort or omission. I don't believe the head of the Pakistani government was instrumental or active in this support, but he is aware of the 80% rule which states that 80% of a population is easily swayed and will follow the path of least resistance and in this regard had to tolerate those rogue elements. Of course, after this action, he will have some politicking to do!
