Therfore you cannot make demands, only pleas. The PA is an enterprise. Just like the Mafia is an enterprise. It extorts protection from donor nations with the threat that failure to deliver will incurr increasing the "cycle of violence'. If and when a PA state is indeed achieved, the extortion will increase commensurate with the ability opf a full-fledged terrorist state to inflict a greater degree of violence. Ergo, if the West of fond of paying protection, it will be even fonder of a PA state
