Avigdor Lieberman was Netayahu's chief of staff during Bibi's 90 stint. Both got skewered by the Media, which represents about 5 % of the populace. Meaning their stances are likely the same, but their public attitudes are finely tuned to the political climate created by the facts on the ground and Media. When push comes to shove Bibi's real stances are identical to Lieberman's, as was shown in the face-off at high noon with the POTUS being dressed down by senior statesman Benjamin Netanyahu.

I am quite certain these two coordinate their public appearances so as to present Bibi as the chastened centrist while Lieberman is the whip keeping him from slipping leftward, driving the West to cling to Bibi as the "sane" choice. Together both men create a solid voting bloc that will keep the left irrelevant for the foreseeable future.
