Islamic duty is to be dishonest

If it is part of the Arab culture that "Islamic duty is to be dishonest",why shoud we be disturbed by what is happening? We also know that to lie is part of the agreement . Then how can you expect a democracy under this way of thinking.

Sadly,it is a process we have to deal with regardless of which Arab country it is, since Islam is the key word
