Such differences as a starting point would lead to different policy approaches as applied by Hamas and the PA respectively. Yet, Abbas makes no statements about the situation the population faces in Gaza or the West Bank. The common ground Hamas and the PA share is not the welfare of their constituencies. The common ground is Israel. The Palestinian policies' objective is Israel, not Gaza or the West Bank. If the translation is accurate, Abbas considers the Palestinians in a state of war. The word "ceasefire" presumes that. In that war, peace is not the goal, but a means one can choose or drop. He says "peaceful solution" which is different from "solution to achieve peace".
