We should have learned from Saddam's uses against the Kurds. My concern is it is not rocket science to replace the agent with something really nasty like CX. If we did not provide the money, would they have been able to afford the quanity? Can the gernades become a cluster bomb type delivery system? Or a weapon of terror such as what happened in Japan with Aum Shinrikyo in the Tokyo subway? New York is definitely not prepared for that considering how 9-11 has been forgotten pretty much nation wide and is now viewed as old history.
