I believe he said something similar about helping Israel in the Yom Kippur war in that they helped Israel only to get more political leverage in the Middle East. Richard Nixon,who interestingly had made many anti semitic remarks particularly with regard to Jewish media personalities, wanted to help Israel because it was the right thing to do. In this he resembles the Zionist champion Harry Truman under whose administration Israel and founded and was recognized first.
