GSG9 standing by 20km from Cologne

What strikes me as odd is that the Cologne police never called for reinforcements from the other cities along the Rhine.

Even worse, it is the federal police (Bundespolizei) that is in charge of train stations and airports. They have their base in Hangelar/Sankt-Augstin 20km away from Cologne. In there one finds the reputable anti-terror unit GSG9 founded as a reaction to the 72-olympics attack.

Not calling in these people who would have been there within minutes using their numerous helicopters is an oversight that to me screams for an explanation. Helicopters marked "Bundespolizei" hovering over the square would have made all the difference certainly from the second the anti-terror bunch had jumped out.
