Among the changes you list what is missing is equal rights for women.

Giving women the right to vote and equal rights before the law will gradually change a nation's goals to stress care for children, the elderly, health, water, hospitals and other societal needs in ways that the men do not appreciate. When women are free then the nation can become free.

That coupled with the rights you list I believe will help to push the society to a higher level of modernity and take some of the "ist" out of Islam.
