Iran Take Over

Is there Iran duplicity in this? Will this allow Iran, post collapse, to have more direct control over Iraq which Iran covets? Iran will claim it is just responding to a crisis and once in place will remain. Iran has billions $USD from Obama as part of the recent Iran agreement to fund this "relief effort."
