The Arabs (and Muslims) have interpreted this letter (from which you quote in its English translation from the original Arabic) in a way that suits them and there is evidence to support that interpretation as well as to refute it.

This is why all parties should sit down at the table and discuss this and not insist on foregone conclusions.

(Though I admit that my own would be that Israel is the legitimate sovereign of what the Romans called "Palestine".)
