The call to terrorize non Muslim is Quanic as in Q8:60 where it says

وَأَعِدُّوا لَهُم مَّا اسْتَطَعْتُم مِّن قُوَّةٍ وَمِن رِّبَاطِ الْخَيْلِ تُرْهِبُونَ بِهِ عَدُوَّ اللَّهِ وَعَدُوَّكُمْ

The word تُرْهِبُونَ means to terrorize (m plural) this is what it means

So the verse can be rendered as:

And make ready for them (the enemies of Allah) what you are able (to do) from your strength (or over power them with your strength) and the ropes of horses (read this as the steeds of war) with it (read this as them) the enemies of Allah and your enemies

Here is the meaning of the word تُرْهِبُونَ or Turhibuun from an Arabic dictionary (yes this is a modern Arabic dictionary but this is a word that has the same meaning now and 1400 years ago because it is a Quranic word

The verbal noun is ارهاب or Irhab or TERRORISM and here is a link

And here is what Ibn Kathir tells us about the word Turhibuun or You (m Plural) terrorize in the verse

1. How to terrorize the enemies of Allah and his followers? Ibn Kathir tells us: ارموا واركبوا or hit/throw and ride (steeds of war)

This is what happened on 9/11! Instead of steeds of war they used planes and the Muslim terrorists hit tall buildings terrorizing New Yorkers And the inspiration must be this vile verse

2. Then he explains the meaning of the word you terrorize as follows: ترهبون أي : تخوفون ( به عدو الله وعدوكم ) أي من الكفار

Turhibuun or you terrorize means to scare with it (your strength and the steeds of war) the enemies of Allah and your enemies or the kuffar

3. Who are the enemies of Allah and his followers? al-Qurtubi tells us they are: اليهود وقريش وكفار العرب or the Jews, Quraish and Arabian pagans Oh and فارس والروم or Persia and the Greeks which means all of humanity known to Muhammad

Yes Islamic terrorism has a strong foundation in the Qur'an and the term should be used
