When Hizbullah of Iraq killed an American civilian, he retaliated by approving attacks which killed some of their operatives. Their leader, Mohandis, had announced retaliation for that against all Americans in Iraq and, no doubt, was on our hit list. When Mohandis was spotted in the company of Soleimani -- the commander of an IRGC force which the U.S. has designated a terrorist organization, and who likely was there to coordinate Mohandis' next actions with Iranian strategy, their elimination made sense to him.
