בכנס השתתפו חברי כנסת רבים מימין ומשמאל, ביניהם בצלאל סמוטריץ' ושלמה קרעי יוזמי הדיון, לצד יואב קיש, איתמר בן גביר, אופיר סופר, יואב בן צור, מוסי רז ועוד. במהלך הדיון עלה כי הכנסת התעכבה באישור הבקשה של סמוטריץ' וקרעי לקיים את כינוס חירום, ואלה עקפו את הדיחוי על ידי פעילות דרך שדולת הנגב, שכינוס באמצעותה לא דורש אישור מיוחד. לדיון אף הוזמנו נציגי משטרה ופרקליטות, אולם אלו סירבו להגיע.

היועץ האסטרטגי מאיר ליוש, תושב לוד שהתפרסם בפרעות מאי אודות לפעילותו להגנה על תושבים יהודים במהלך הפרעות, חשף נתונים על מקרי הטרור בעיר: עד לאוקטובר נרשמו ארבעה אירועי יידוי אבנים, 32 אירועי תקיפות נערים ונערות יהודים, 25 אירועי השחתת רכבים ועשרות רבות של אירועי רכבים משתוללים, זיקוקים וירי פלילי.
בהשוואה, מאוקטובר ועד היום: 24 אירועי השחתת רכבים רק בשכונת רמת אשכול, כולל ניפוץ שמשות, שבירת מראות, ניקוב צמיגים, שבירת ידיות דלתות וניסיון פריצה. בנוסף נרשמו שבע הצתות פחים באוקטובר, כולל גרירת פח בוער למרכז הכביש וחסימת ציר הגישה לגני אביב, 15 תקיפות נערים על רקע לאומני, ו-13 אירועי יידוי אבנים על יהודים מאוקטובר בלבד.
יאיר קראוס, כתב מקור ראשון שגר בעכו וחווה וסיקר את הפרעות בתקופת שומר החומות מקרוב, עמד על כך שחצי שנה לאחר האירועים, רוב העצורים שוחררו: "בלוד, בנגב ובצפון זוכרים מעשי לינץ' רבים. כעת, מששכחו הרוחות שחררו אותם לחלופות מעצר ובמעצר בית לשאר השעות".
הוא העביר ביקורת חריפה על התנהלות המשטרה: "אם ציפינו שהמשטרה תהווה הרתעה או שמירה בעת הפרעות – היא נכשלה בזה באופן מחפיר, גם עכשיו היא ממשיכה להיכשל כי אנחנו שומעים על אירועים אנטישמיים יום-יום. המשטרה לא באירוע".
קראוס הביא מספר דוגמאות לאירועים אלימים מהשבועיים האחרונים מעכו, שלטענתו "אם היו קוראים בפריז, לונדון, בארה"ב כולם היו ממהרים לגנות. אבל כשזה קורה במדינה, שקט דממה". כך למשל תושב יהודי נתקל בערבי שאמר לו: "צריך להעיף את היהודים מעכו", ורק לאחר שראה פטיש ברכבו, לא תקף אותו.

The conference was attended by many Knesset members from right and left, including Bezalel Smutrich and Shlomo Qarei, the initiators of the debate, along with Yoav Kish, Itamar Ben Gvir, Ofir Sofer, Yoav Ben Tzur, Musi Raz and more. לא קל להיות בימים אלו יהודי המתגורר בשכונת רמת־אשכול בלוד. בחודש החולף אירעו בשכונה לפחות עשרה מקרי יידוי אבנים כלפי יהודים ובתיהם. בעשרה מקרים אחרים הותקפו נערים יהודים בידי ערבים, ובמקביל נספרו לא פחות מ־15 מקרים של השחתת כלי רכב – כולל ניפוץ שמשות, שבירת מראות, ניקוב צמיגים ושבירת ידיות הדלתות.
לא רק תושבי רמת־אשכול סובלים. ציר הגישה לשכונת גני־אביב בעיר נחסם לאחרונה בפח בוער שהציתו נערים ערבים. בגשר גני־אביב, סמוך לזירת הלינץ' ביגאל יהושע הי"ד, מתרחשים מדי פעם יידויי אבנים.

לאלו מצטרפים עוד ועוד מקרים של ריסוס צלבי קרס על בתי תושבים יהודים, או סימון דלתות הבתים באיקס. קריאות גנאי, איומים ותקיפות מילוליות של ערבים כלפי יהודים הפכו כבר לעניין שבשגרה. תושבי לוד מספרים שמקומות רבים בעיר הפכו לבלתי בטוחים, ויהודים אינם יכולים לחלוף בהם בשעות הערב או בכלל. אימהות חוששות לשבת עם ילדיהן בגני שעשועים, ונערים יהודים ממעטים לשוטט לבד בעיר מחשש שיותקפו ויושפלו על רקע לאומני.
בעכו המצב לא הרבה יותר טוב. גם שם נערים יהודים מותקפים ברחוב לא פעם, נשים יהודיות וילדיהן סופגים קללות ויריקות בגני השעשועים, ואחרי השעה שבע בערב תתקשו למצוא יהודים ברחובות מרכז העיר. סיפורים דומים אפשר לשמוע גם מיהודים בערים מעורבות אחרות. ברבים מהמקרים המותקפים כלל לא ניגשים להתלונן במשטרה, בהבנה שאין בכך תועלת. הניסיון מלמד שרוב התלונות ייסגרו ללא התייחסות רצינית.
מי שיבוא בטענות כלפי אנשי רשויות החוק ישמע בתגובה שהם עוסקים מבוקר עד ערב בסוגיית הפשיעה בחברה הערבית. הצהרות על חשיבות המאבק הזה נשמעות שוב ושוב מפי השר לביטחון הפנים ושר המשפטים, היועץ המשפטי לממשלה ובכירי המשטרה. רק השבוע שמענו על "הפשיטה הגדולה בתולדות המדינה", שנעצרו בה עשרות סוחרי נשק מהמגזר הערבי, ונתפסו אמצעי לחימה רבים.

אלא שכל הדיבורים והמבצעים הללו לא יעזרו, משום שהפשיעה בחברה הערבית מתחלקת לשני סוגים שיש ביניהם פער מהותי: פשיעה פלילית ופשיעה לאומנית. ראשי המערכת מתמקדים אך ורק בפן הפלילי, ועוצמים עיניים מול הסוגיה הלאומנית. מי שיקרא את נאומיהם של שרי הממשלה וראשי מערכת אכיפת החוק יראה שהם עוסקים אך ורק בסוגיה הפלילית. ובעיקר, בתוכנית שפורסמה למאבק באלימות בחברה הערבית אין שום התייחסות לפן הלאומני.
הטיפול בפן הפלילי ובמשפחות הפשע בחברה הערבית חשוב ביותר; בראש ובראשונה משום שערביי ישראל הם אזרחים שווי זכויות שראויים ליהנות מביטחון אישי ברחובות, ומנגד החוק אמור לחול עליהם בדיוק כפי שהוא חל על כל אדם אחר בישראל
אולם גם אם כל הנשק הבלתי חוקי במגזר הערבי ייאסף, וגם אם פעילותן של משפחות הפשע תמוגר, הדבר לא יעלים את הפשיעה הלאומנית הגוברת, בעיקר בערים המעורבות. איש מהיהודים שנרצחו בידי ערבים בפרעות תשפ"א לא נפגע מנשק חם. מעשי הלינץ' הנוראיים נעשו במקלות ובאבנים. אבי הר־אבן הי"ד נרצח בהצתת מלון האפנדי בעכו. היו אומנם גם מקרי ירי, אולם הם היו נדירים. רבים מהערבים שנעצרו והואשמו בתקיפות היו חסרי עבר פלילי, ולא קשורים בשום צורה למשפחות הפשע.
הפעילות הענפה ללכידת הגורמים הפליליים בחברה הערבית לא תעצור את הפגיעה ביהודים בערים המעורבות, ולא תחזיר לשם את תחושת הביטחון. התגברות הלאומנות בחברה הערבית היא בעיה נפרדת מהסוגיה הפלילית, והיא דורשת טיפול נפרד, ובהקדם.

It is not easy these days to be a Jew living in the Ramat Eshkol neighborhood of Lod. In the past month, there have been at least ten stone-throwing incidents against Jews and their homes in the neighborhood. In ten other cases, Jewish boys were attacked by Arabs, and at the same time no less than 15 cases of vehicle vandalism were counted - including shattering windows, breaking mirrors, puncturing tires and breaking door handles.

It is not only the residents of Ramat Eshkol who suffer. The access road to the Ganei Aviv neighborhood in the city was recently blocked by a burning trap set by Arab boys. At the Ganei Aviv spring bridge, near the lynching scene in the late Yigal Yehoshua.., stone-throwing occasionally occurs.

These are joined by more and more cases of spray-painting swastikas on the homes of Jewish residents, or marking the doors of houses in X.

Derogatory cries, threats and verbal attacks by Arabs against Jews have already become a matter of routine. Residents of Lod say that many places in the city have become unsafe, and Jews cannot pass through them in the evening or at all. Mothers are afraid to sit with their children in playgrounds, and Jewish boys rarely roam the city alone for fear of being attacked and humiliated against a nationalist background.

In Acre, the situation is not much better. There, too, Jewish boys are often attacked on the street, Jewish women and their children absorb curses and spitting in the playgrounds, and after seven in the evening you will have a hard time finding Jews on the streets of the city center. Similar stories can be heard from Jews in other mixed cities. In many of the cases the attackers do not go to the police to complain at all, realizing that it is of no use. Experience shows that most complaints will be closed without serious consideration.

Anyone who comes up with complaints against law enforcement officials will hear in response that they are dealing from morning to evening with the issue of crime in Arab society. Statements about the importance of this struggle are repeatedly heard from the Minister of Internal Security and the Minister of Justice, the Attorney General and senior police officers. Just this week we heard about the "Great Raid in the History of the State," in which dozens of arms dealers from the Arab sector were arrested and many weapons seized.

"None of the Jews killed by Arabs in the 5781 riots were hit by firearms. The horrific lynching was done with sticks and stones."

But all this talk and operations will not help, because crime in Arab society is divided into two types that have a fundamental gap between them: criminal crime and nationalist crime. The heads of the system focus solely on the criminal aspect, and close their eyes to the nationalist issue. Anyone who reads the speeches of government ministers and heads of the law enforcement system will see that they are dealing exclusively with the criminal issue. And most importantly, in the plan published for the fight against violence in Arab society there is no reference to the nationalist aspect.
The treatment of the criminal aspect and the crime families in Arab society is extremely important; First and foremost because Israeli Arabs are equal citizens who deserve to enjoy personal security on the streets, and on the other hand the law should apply to them just as it applies to every other person in Israel
But even if all the illegal weapons in the Arab sector are collected, and even if the activities of crime families are eradicated, this will not eliminate the growing nationalist crime, especially in the cities involved. None of the Jews who were murdered by Arabs in the 5781 riots were harmed by firearms. The horrific lynching was done with sticks and stones. Although there were shootings, they were rare. Many of the Arabs arrested and charged with assault had no criminal record, and were in no way connected to the crime families.

The extensive activity to capture the criminal elements in Arab society will not stop the harm to Jews in the cities involved, nor will it restore a sense of security there. The rise of nationalism in Arab society is a separate issue from the criminal issue, and it requires separate treatment, and soon.
