apex, not nadir

I disagree fervently with the assessment that this was "the nadir of [Bush's] presidency." Rather, I believe this was the absolute high point of his five years in office. Not because it was anything particularly special, but because it's the only thing I can think of him doing that didn't smack of misjudgment, maliciousness or incompetence.
