if what is claimed is true, why not release the president Saddam and allow the baath party to reform and thereby end the near civil war.

this would also halt or at least slow Irans ambition in the region at least in the short to medium term.

strike a deal with saddam immunity for security and once the country is stable the first of new series of iraqi democratic elections could proceed with saddam as life president and a premiere elected every few years from free political parties.
