The Russians knew more about Iraq than Saddam did. It had armed Iraq for years. I doubt that there were many general officers that were not on its payroll. Russia was actively working to remove the sanctions against Iraq because it had oil concessions from Saddam which were worthless until the UN sanctions were removed. If removed they could profit as much as 40 Billion dollars. If at any time it felt that it could justify the guarantee that there were no WMDs it could have saved Iraq from the American invasion and not only reaped its oil reward but it would have humiliated the US and supplanted us in the region as protector of the Arabs. Although they opposed the war they never played the "no WMD card".
