Judges and Juries

I'm all for letting judges decide in such cases. But that's not a safety against crass mistakes as one can see in some European examples. One of them: The man who attacked tennis pro Monica Seles in Hamburg (Germany) and injured her with a knife was neither sentenced nor put in a mental institution; he had "mental problems" but went free.
