Fatah and Hamas can get away with murder, literally, simply because they are NGO's and are never held to the same standards that apply to sovereign states like Egypt, Israel, Syria, and so forth. They can thumb their collective noses at UN Resolutions with impunity because they are an NGO and not a nation. They can work as NGOs
