Yes, you are absolutely correct.

I would take the actual strategic implementation one step further and say that while to solicit the sympathy vote one needs to appear to suffer more and appear to be the honourable victim, in order to carry the "feelgood" factor and thus enable people to feel comfortable (which is what propaganda is all about, making people feel comfortable with the facts/scenario you want them to accept and uncomfortable with those you want them to reject).

you also, in actual practice, have to win. And that is the bit that Israel is leaving out, along with setting itself up with "war crimes" as the big bad bully. Now why is that?
