The only place on earth that I can think of that quickly adopted and accepted democracy was post WWII Japan. Even so it was forced upon them and was primarily a one party democracy for many years. Societies like most African nations and Russia that have long histories of obedience without question will require many generations to be ready for democracy at the local let alone the national level. Tribalism and feudalism dictate that your own survival depends upon your obedience to the chief. Just take a look at the state of "democracy in our own "First Nations" communities. An excellent example of the failure of wooly headed Liberals to understand reality. Despite living in a democratic society these "Nations" need to go through several steps to evolve into true democracies - educate the women, personal fiscal responsibility and understanding how business works.
