A larger issue: civilian government and chain of command

Soldiers are not allowed to determine policy: that is made by the president, funded by Congress. Either command goes from the people to the executive, then down through the ranks to the private or it is perverted and the army controls the people. The only thing different between this guy and the various "colonels" who run their countries through their militaries is rank.
