Elected officials representing the state

If an elected official in a country is asked to sing a national anthem, he should consider it as one of his fiduciary duties. If an American official refused to respect the National Anthem, there would be an outcry. There should be no difference here, and allegiance to the country that one is serving should be clear and unequivocal.
