Is Turkey agressive?

On 3rd July, Syrian helicopters have flown three times close to the Turkish border. The helicopters were identified as type MI-8 and MI-17 Russian-made assault transport helicopters. Turkish jets altered them from appearing a proxy war threat. But they didn't down these helicopters. Did you get the hint?
