Western civilization manifests itself in institutions. We blindly believe in them. Islamism enters our institutions under the banner of mere religion. It could be pubic library that sets up an "islamic books" shelf, a city hall restaurant that declares some meals "halal" or a public swimming pool that advertises "muslim women swimming hours". Slowly over time the ideology grows roots in everyday life and gains acceptance as being normal, pretending to have a tradition in our societies. Our secular institutions function as the Trojan Horse to bring in islamist ideology.
