Why would the US look for partners like Turkey to combat the global terrorist threat that with some minor exceptions (like Myanmar) is based on islamic fundamentalism ? Why wouldn't the US seek reliable partners like its western allies, and cooperation of non-islamic countries Russia, India, China, Israel which are major targets of international terrorist activity, to manage this problem ? How can the State Department be collectively so stupid to think that Turkey of all places has anything to offer in combatting terror ? The problem of course is that the SD that Hillary created and Kerry inherited is so brainwashed that when they say "combatting terrorism" it really means doing nothing that OIC wouldn't control and approve of.
