ROE do not exist

Kill the polytheists (this is the infamous ayat al-sayf or the sword verse or Q9:5 and source of the infamous Islam taslam or convert to Islam and you will be safe) unless they convert to Islam and here we have a long list including pagans, Hindus Buddhists and Jews and Christians and Zoroastrians

Yes the author of the Qur'an is not really a smart theologian as he or them regard the Jews and Christians as polytheists in Q9:30

3. Muhammad was quoted as saying in a famous hadith that al-harb khid3a or war is deceiving and he was also quoted as saying that Muslims can be liars in war which means that Muslims can lie and tell us that there are indeed ROE when in actual fact it is all lies

4. in the very violent Q9:111 it says that Muslims should fight and kill and be killed. ROE? do not even think about it

4. So in reality why fight in the first place? It is very clear that the rise of Islam and I'm paraphrasing here Patricia Crone came about because the Arabs loved to loot and enslave and murder (what the Arabs themselves called salb wa nahb) and their God and his prophet told them to do so so what else do we need

One final point there is a very infamous aya in surat al-Anfal or Q8 and it is 8:60 and it is called ayat al-Irhab or the terrorism verse where Muslims must terrorize the enemies of Allah what ever that is

These people are terrorists that have no regard for human beings
