This is the response of the DOS and in this case Jen Psaki to the abduction and murder of 21 Copts who were called "Crusaders": "it is about Libya" when in actual fact it is about Islam and Da'ish.

If these Copts were able to make a living in Egypt there would be no reason for them to be in of all places Libya

By the way most of the victims are from al-Minya in Upper Egypt and for the readers in July and August of 2013 al-Minya had an islamic State for about a month

Again Psaki's remarks are really stupid but her boss our theologian/historian in-chief must be aware and agrees that no one should put the blame where it belongs where It is all about Islam!
