Don't public statements offer more of an indication regarding future actions than private conversations?

Publically, NATO has had Turkey's back. The political establishment treats good relations with Turkey as sacred and time and again refuses to condemn Turkey. I would have expected at least a measured rebuke of Turkey's shooting down that plane.
